Securitization of the mandatory veil in Iran since 1979

Abstract

This thesis investigates the process of securitization concerning the mandatory veil in Iran and of politicizing veiling since the establishment of the Islamic Republic in 1979, which eventually led to the securitization act in 2018. Through an examination of the dialogues and accounts provided by ideologicaland political theorists affiliated with the Islamic Republic, this thesis posits that the obligatory practice of veiling in Iran, which initially evokedpolitical sentiments following the 1979 Islamic Revolution, has evolved into a state of securitization as of 2018, particularly in light of the "Girls of Enqelab Street" movement. The act of unveiling, which has taken place nationwide since 2018, prompted the Iranian ruling system to perceive it as animminent threat to its survival, considering that the mandatory veil is one of the fundamental tenets underpinning the ideology of the Islamic Republic. In the wake of Mahsa Amini's demise, global responses prompted a shift in the focus of national security concerns on the part of the Iranian state, transforming them into an international predicament centered around the profound implications arising from the politicization and the subsequent securitization of clothing choices as a societal attribute. Within this thesis, the Copenhagen School framework is employed to examine the realms of political and societal security.

Bu tez, İran'da zorunlu başörtüsüne ilişkin güvenlikleştirme sürecini ve 1979'da İran İslam Cumhuriyeti'nin kuruluşundan bu yana örtünmenin siyasallaştırılması ile 2018'de güvenlikleştirme sürecine giden yolu incelemektedir. İran'da 1979 İslam Devrimi'nin ardından siyasallaşan zorunlu örtünme uygulaması, özellikle 2018'den itibaren bir güvenlikleştirme durumuna evrilmiştir. "Enqelab Sokağının Kızları" hareketinden başlayarak İran İslam Cumhuriyeti, 2018'den bu yana ülke çapında gerçekleştirilen başörtüsü eylemlerini, zorunlu örtünmenin İslam Cumhuriyeti ideolojisinin temelini oluşturan temel ilkelerden biri olduğunu düşünerek, bir beka tehdidi olarak algılamaya başlamıştır. Mahsa Amini'nin ölümünün ardından, küresel tepkiler, İran İslam Cumhuriyeti'nin ulusal güvenlik endişelerinin odağında bir kaymaya yol açarak, onları toplumsal bir nitelik olarak giyim seçimlerinin siyasallaştırılmasından ve müteakip güvenlikleştirilmesinden kaynaklanan derin çıkarımlar etrafında odaklanan uluslararası bir çıkmaza dönüştürmüştür. Bu tez kapsamında, güvenlikleştirmenin beş farklı yüzünü kapsayan siyasi ve toplumsal güvenlik alanlarını incelemek için Kopenhag Okulu çerçevesi kullanılmıştır.
