    Dilemma of the HR manager: An optimization for training and development budgets using integer programming a case study from an international firm

    This paper is about a dilemma of an HR manager of an international company. The major problem of HR managers is to minimize their training and development budgets. Making a training budget is not so complex; but the important, yet often neglected, part of budgeting is the costs of absence of employees. In every kind of training, whether traditional or e-learning, there is a cost for the time being spent away from work. Some of the managers think that this is an idle time for company, plus the employee is paid during this period. This paper focuses on the costs of the absence and their effect on training budgets. Some scenarios were developed with the help of an HR manager of an international firm. The feasibility of these scenarios was studied by using integer programming.

    Team composition and team performance: Achieving better results in an international higher education environment

    In line with former experiments, this stud), covers a period of four years (2008-2012) while teaching Project Management courses to international students at Mikkeli University of Applied Sciences, Finland - aiming to explore the possibility to apply the Belbin's theory on building successful small project teams in a multicultural higher education environment - in order to achieve better results - in terms of both satisfaction and performance. Besides exploring this possibility, the study has as objectives: (i) to assess the students' performance while working in teams; (ii) to assess the students' satisfaction of working in teams built according to different criteria; (iii) to check if there is any relationship between team members' performance and the way team is built. The influence of the cultural background was behind the scope of this work. The results are positive: the theory is applicable in the above conditions,. students' satisfaction depends on the way the team is built; building the teams according to the theory of team members' roles leads to better performance. The results of the study are important jar academic researchers as well as practitioners - higher education professors and decision makers, aiming at improving the quality of the higher education processes.

    Scale matters: cross-scale dynamics of cross-border carbon adjustments

    Climate change has palpable cross-scale implications given the severity of the matter epitomized in the prolonged discussions and negotiations between various parties that incur the consequences of the policy applications. Cross-border adjustment, though seemingly plausible, is a controversial method employed to mitigate the adverse potential impact of carbon emissions through placing an extra cost for the goods imported from countries that lag behind the standards set by multiple global agreements. Exercising cross-border adjustment on international trading activities is likely to have positive reverberations on taming the perils posed by climate change as well as triggering unforeseen perturbations in the interaction of actors involved in the global trading system. This chapter intends to shed light on cross-border adjustments via diagnosing the issues emerging out of the inter-scale interactions and question its effectiveness in micro and macro terms.

    Leaders as enablers creating ecologies of innovation within organizations

    Organizations are expected to devise adroit actions in the face of prevailing complexity in business environment. Under the circumstances of intensive competition in global markets, dealing with the concept of innovation entails to embrace a more profound coverage than generally ascribed. Innovation is about building capabilities that will eventually be materialized into novel ways of doing things. The very essence of innovation lies in its ability to carry a work process to a superior level of value generation. Therefore, leaders (leadership) are supposed to be reengineered as enablers who function as catalyst for the transformation of organizations into ecologies of innovation where building capabilities and creation of knowledge are continuous endeavors. This conceptual paper aims to tap into the heart of this matter and deal with the relationship between becoming innovative and the appropriate context of leadership that should be instilled in contemporary organizations.

    The impact of financial development on homeownership and housing in emerging economies evidence from Turkey

    This paper aims to investigate the role of financial development on homeownership and housing in emerging economies. We construct a measure of regional financial development using data from the Survey of Consumer Finances in Turkey. Specifically, we estimate regional effects on the probability that a household does not have access to credit (i.e., are discouraged from applying for credit or their application was denied), and use these estimates to create an indicator of financial development. We find that homeownership increases with financial development in metropolitan areas. Home values, however, increase with financial development in both metropolitan and non-metropolitan areas. Our findings are robust to correction of potential endogeneity of our financial development measure. Our results are also robust to using the variation in the supply of credit across provinces as another measure of financial development.
