Employing utilizing the S/W developed in this thesis, SMS messages are sent to cell-phones via internet and users will get information using their cell-phone (Eg: for attendance, exam results, seminar days, etc..). Microsoft SQL Server Database is used for storing the user information, incoming and outgoing messages. ASP (Active Server Page) programming language is utilized for web based interface coding. The application software is developed on Siemens M20 mobile terminal device. Mobile communication has become an indispensable parts of everyone's daily life. This project, which has been developed by using SMS service, a branch of mobile communication, aims to enable people to access information with their cell-phones, when there is no internet. With this package institutions will be able to send announcements to groups of individuals as short messages at the same time. İlk kısımda, bağlanırlık kodlamasını gerçeklemek için kullanılan algoritma ([I]) üzerinde yapılan ufak değişiklikler ile amaca uygun iyileştirmeler sağlanmıştır. İkinci kısımda ise bu alanda kullanımı kısıtlı olan Vektor Nicemleme yöntemleri gerçekleştirilmiştir. Çalışmanın diğer önerilen algoritmalardan farkı, Entropi kısıtlı Vektör Nicemleme (ECVQ) yönteminin geometri sıkıştırma algoritması olarak kullanılmasıdır. Bu amaca ulaşmak için, Vikipedi, Türkçe Sözlük ve Vikisözlük kaynaklarını kullandık. Sonlu Durum Makinelerinden ürettiğimiz kurallarla Hypernym-Hyponym ilişkilerini çıkardık.Yayın Citizenship in the age of the Internet: a comparative analysis of Britain and Turkey(Routledge Journals, 2014-01-02) Karakaya Polat, Rabia; Pratchett, LawrenceThe article links the literatures on citizenship studies and electronic democracy by analyzing the extent to which theories and practices of citizenship are being transformed in the age of the Internet. Distinguishing between the different citizenship traditions of liberal-individualism and civic-republicanism, we analyze the interplay between generic technological tools and the divergent historical legacies of citizenship in Turkey and Britain. Based on our analysis of governmental portals, main e-government applications, and censorship and surveillance practices, we argue that new information and communication technologies (ICTs) serve the states' interests by enabling increased surveillance capabilities, more efficient bureaucracy, better border controls and criminal investigations. In both countries, citizens benefit from electronic service-delivery applications primarily as consumers of public services, while their role as citizens are not particularly enhanced. Parallel to these convergence tendencies, we observe striking differences in the way electronic citizenship is practiced in these two countries, stemming from different traditions of citizenship as well as different levels of democracy consolidation. Despite some of the transformative power of the ICTs, their use is largely shaped by the existing understandings of citizenship in both countries.Yayın Spektral yöntemler ve küme bölüntüleme yaklaşımlarıyla 3B nesne bilgilerinin sıkıştırılması(IEEE, 2006) Konur, Umut; Bayazıt, Uluğ; Gürgen, Sadık Fikret; Orcay, ÖzgürSpekral dönüşümle elde edilen katsayıları küme bölüntüleme yaklaşımlarıyla işleyerek 3B nesne geometrilerini kodlayan bir yöntem öneriyoruz. [1]' de anlatılan spektral yöntem düzensiz tel filelerde yüksek hız-bozunum başarımı sağlamakla kalmayıp, geriçatımı, katsayı vektörünü kırparak elde edilen ve toplam enerjisinin büyük bir bölümünü taşıyan alt vektörüyle gerçekleştirdiği için aşamalı iletim de sağlayabilmektedir. Önerilen spektral yöntemde, nesne geometrisinin [1]' de olduğu gibi topolojiden türetilen birimdik bir taban üzerine izdüşümü alınmakta ve elde edilen katsayılar [2]' nin küme bölüntüleme algoritmasıyla kodlanmaktadır. Yöntem üç koordinata ait spektral katsayılara dolaylı bit ataması başardığı ve önemli katsayılara ait konum bilgisini bu katsayıların bit düzlemlerindeki sıfırlarını birleşik kodlayarak verimli kodlama sağladığı için, yaygın düzensiz tel fileler üzerinde yaptığımız deneylerde [1]' e göre daha iyi hız-bozunum başarımı vermektedir. Üretilen bit katarı da tamamen gömülüdür.Yayın Digital exclusion in Turkey: A policy perspective(Elsevier Inc, 2012-10) Karakaya Polat, RabiaThis article explores the patterns of the digital divide in Turkey and analyzes policies related to this issue. Our analysis reveals that the digital disparities are interwoven with other social inequalities. This finding is parallel to the conclusions of previous research which suggests that digital exclusion can have a 'reinforcing' effect on social and/or economic inequalities. Having considered the current range of policies targeting either ICT access or skills, we argue that techno-centric solutions with huge budgets occupy the policy agenda at the expense of more sophisticated programs that take into account the social context of digital exclusion. These policies fail to address the most disadvantaged groups. Those who are old, disabled, female and reside in rural areas are less likely to be internet users and existing policies do not reach out to these groups.Yayın Uyarlanır yerel bağlı katman kullanan dikkat tabanlı derin ağ ile sesli komut tanıma(Institute of Electrical and Electronics Engineers Inc., 2020-10-05) Turkan, Yasemin; Tek, Faik BoraySesli komut tanıma insan-makine ara yüzüyle ilişkili aktif bir araştırma konusudur. Bu çalışmada, var olan bir dikkat tabanlı derin ağ yöntemi, uyarlanır yerel bağlı (odaklanan) katman kullanılarak daha da geliştirilmiştir. One way of keeping honey bees healthy is to be able to monitor and control the general conditions in a beehive and also outside of a beehive. Monitoring systems offer an effective way of accessing, visualizing, sharing, and managing data that is gathered from performed agricultural and livestock activities for domain stakeholders. Such systems have recently been implemented based on wireless sensor networks (WSN) and IoT to monitor the activities of honey bees in beehives as well. Scholars have shown considerable interests in proposing IoT- and WSN-based beehive monitoring systems, but much of the research up to now lacks in proposing appropriate architecture for open data driven beehive monitoring systems. Developing a robust monitoring system based on a contemporary software architecture such as microservices can be of great help to be able to control the activities of honey bees and more importantly to be able to keep them healthy in beehives. This research sets out to design and implementation of a sustainable WSN-based beehive monitoring platform using a microservice architecture. We pointed out that by adopting microservices one can deal with long-standing problems with heterogeneity, interoperability, scalability, agility, reliability, maintainability issues, and in turn achieve sustainable WSN-based beehive monitoring systems.Yayın The internet and political participation : exploring the explanatory links(Sage Publications Ltd, 2005-12) Karakaya Polat, RabiaThere is a growing literature exploring the role of the Internet in influencing levels and styles of political participation. However, it is not yet clear why the Internet is perceived as a medium that can, at least potentially, increase participation. Moreover, putting the emphasis on the Internet as a technology rather than on its information and communication capabilities signals a tendency for technological determinism. In order to avoid this, the article explores the relation between the Internet and political participation by examining three different facets of the Internet: the Internet as an information source, as a communication medium and as a virtual public sphere. The main argument of the article is that it is these facets of the Internet that may affect levels and styles of political participation and hence are of interest for political scientists. The article also emphasizes the relevance of established theories of participation within political science in evaluating the potential role of the Internet for affecting levels and styles of political participation.Yayın Design science in NFC research(IEEE, 2010) Özdenizci Köse, Büşra; Aydın, Mehmet Nafiz; Coşkun, Vedat; Ok, KeremNear Field Communication (NFC), as one of the promising technological developments, provides means to short range contactless communication for mobile phones and other devices alike. NFC has become an attractive design science research area for many academicians due to its exploding growth. A better understanding of the current status of NFC research is necessary to identify the gap between theory and practice. In this paper, we evaluate NFC literature from a design science point of view and seven important guidelines of the design science research are employed for evaluating some of the NFC related studies which propose innovative artifacts. Design science perspective of NFC literature gives beneficial guidelines for future studies. This rigorous and holistic literature review with the objective of bringing to the state-of-art in NFC design science research provides advancement of knowledge in NFC research and further research directions.
