Yayın Citizenship in the age of the Internet: a comparative analysis of Britain and Turkey(Routledge Journals, 2014-01-02) Karakaya Polat, Rabia; Pratchett, LawrenceThe article links the literatures on citizenship studies and electronic democracy by analyzing the extent to which theories and practices of citizenship are being transformed in the age of the Internet. Distinguishing between the different citizenship traditions of liberal-individualism and civic-republicanism, we analyze the interplay between generic technological tools and the divergent historical legacies of citizenship in Turkey and Britain. Based on our analysis of governmental portals, main e-government applications, and censorship and surveillance practices, we argue that new information and communication technologies (ICTs) serve the states' interests by enabling increased surveillance capabilities, more efficient bureaucracy, better border controls and criminal investigations. In both countries, citizens benefit from electronic service-delivery applications primarily as consumers of public services, while their role as citizens are not particularly enhanced. Parallel to these convergence tendencies, we observe striking differences in the way electronic citizenship is practiced in these two countries, stemming from different traditions of citizenship as well as different levels of democracy consolidation. Despite some of the transformative power of the ICTs, their use is largely shaped by the existing understandings of citizenship in both countries.Yayın Digital exclusion in Turkey: A policy perspective(Elsevier Inc, 2012-10) Karakaya Polat, RabiaThis article explores the patterns of the digital divide in Turkey and analyzes policies related to this issue. Our analysis reveals that the digital disparities are interwoven with other social inequalities. This finding is parallel to the conclusions of previous research which suggests that digital exclusion can have a 'reinforcing' effect on social and/or economic inequalities. Having considered the current range of policies targeting either ICT access or skills, we argue that techno-centric solutions with huge budgets occupy the policy agenda at the expense of more sophisticated programs that take into account the social context of digital exclusion. These policies fail to address the most disadvantaged groups. Those who are old, disabled, female and reside in rural areas are less likely to be internet users and existing policies do not reach out to these groups.Yayın Anti-tobacco control industry strategies in Turkey(BioMed Central Ltd, 2018-02-26) Keklik, Seda; Gültekin Karakas, DeryaBackground: Transnational tobacco companies (TTCs) penetrated the Turkish cigarette market due to trade and investment liberalization in the post-1980 period and eventually secured full control. Despite tobacco control policies put in place in reaction to accelerating consumption, TTCs reinforced their market power through a variety of strategies. This paper explores industry strategies that counteract tobacco control policies in Turkey. Methods: The study employs both qualitative and quantitative analyses to explore industry strategies in Turkey. Besides the content analyses of industry and market reports, descriptive analyses were conducted for the sub-periods of 1999-2015. The analyses focus on the market strategies of product innovation, advertisement-promotion, cost management and pricing. Results: Rising sales of low tar, ultra-low tar, slim, super-slim and flavoured cigarettes indicate that product innovation served to sustain consumption. Besides, the tobacco industry, using its strong distribution channels, the Internet, and CSR projects, were found to have promoted smoking indirectly. The industry also rationalized manufacturing facilities and reduced the cost of tobacco, making Turkey a cigarette-manufacturing base. Tobacco manufacturers, moreover, offered cigarettes in different price segments and adjusted net prices both up and down according to price categories and market conditions. In response to the successful effect of shifts in price margins, the market share of mid-priced cigarettes expanded while those within the economy category maintained the highest market share. As a result of pricing strategies, net sales revenues increased. Aside from official cigarette sales, the upward trends in the registered and unregistered sales of cigarette substitutes indicate that the demand-side tobacco control efforts remain inadequate. Conclusions: The Turkish case reveals that the resilience of the tobacco industry vis-a-vis mainstream tobacco control efforts necessitates a new policy perspective. Rising market concentration by TTCs and the global nature of industry strategies require that the highly profitable manufacturing and trade of tobacco products should be discouraged on a basis of international collaboration. However, it is not yet clear why the Internet is perceived as a medium that can, at least potentially, increase participation. Moreover, putting the emphasis on the Internet as a technology rather than on its information and communication capabilities signals a tendency for technological determinism. In order to avoid this, the article explores the relation between the Internet and political participation by examining three different facets of the Internet: the Internet as an information source, as a communication medium and as a virtual public sphere. The main argument of the article is that it is these facets of the Internet that may affect levels and styles of political participation and hence are of interest for political scientists. NFC technology has emerged recently, and consequently not much academic data are available yet, although the number of academic research studies carried out in the past two years has already surpassed the total number of the prior works combined. This paper presents the concept of NFC technology in a holistic approach from different perspectives, including hardware improvement and optimization, communication essentials and standards, applications, secure elements, privacy and security, usability analysis, and ecosystem and business issues. Further research opportunities in terms of the academic and business points of view are also explored and discussed at the end of each section. This comprehensive survey will be a valuable guide for researchers and academicians, as well as for business in the NFC technology and ecosystem.Yayın Analysis of the benefits, challenges and risks for the integrated use of BIM, RFID and WSN: a mixed method research(Emerald Group Publishing Ltd, 2023-07-11) Seyis, Senem; Sönmez, Alperen MertPurpose The purpose of this study is to identify, classify and prioritize the benefits, challenges and risks for the integrated use of building information modeling (BIM), radio frequency identification (RFID) and wireless sensor network (WSN) in the architecture, engineering, construction and operation (AECO) industry. Design/methodology/approach This study relies on the mixed method approach which consists of systematic literature review, semistructured interviews and Delphi technique. A systematic literature review was performed and face-to-face semistructured interviews with seven subject matter experts (SMEs) were conducted for identification and classification purposes. Delphi method was applied in two structured rounds with eleven SMEs for prioritization purpose. These three research techniques were chosen to reach the most accurate data by combining different perspectives on the subject matter. Data gathered by these three methods was triangulated to increase the validity and reliability of this research. Findings Thirteen benefits, ten challenges and four risks for the integrated use of BIM, RFID and WSN were identified. The results could aid the practitioners and researchers comprehend the pros and cons of this integration by representing SMEs' valuable insights and perspectives about the current and future status, trends, limitations and requirements of the AECO industry. The identified risks and challenges show the requirements for future studies while the benefits demonstrate the capabilities and the potential contributions of this hybrid integration to the AECO industry. Originality/value The integration of BIM, RFID and WSN is still not commonly implemented in the AECO industry. Some studies focused on this topic; however, none of them reveals the benefits, risks and challenges for integrating BIM, RFID and WSN in a holistic manner. Visible Light Communication (VLC) leverages existing lighting infrastructure to deliver high data rates while mitigating electromagnetic interference (EMI); however, patient movement induces fluctuating signal strength and dynamic channel conditions. In this paper, we present a novel integration of site-specific ray tracing and machine learning (ML) for VLC-enabled Medical Body Sensor Networks (MBSNs) channel modeling in distinct hospital settings. First, we introduce a Q-learning-based adaptive modulation scheme that meets target symbol error rates (SERs) in real time without prior environmental information. Second, we develop a Long Short-Term Memory (LSTM)-based estimator for path loss and Root Mean Square (RMS) delay spread under dynamic hospital conditions. To our knowledge, this is the first study combining ray-traced channel impulse response modeling (CIR) with ML techniques in hospital scenarios. The simulation results demonstrate that the Q-learning method consistently achieves SERs with a spectral efficiency (SE) lower than optimal near the threshold. Furthermore, LSTM estimation shows that D1 has the highest Root Mean Square Error (RMSE) for path loss (1.6797 dB) and RMS delay spread (1.0567 ns) in the Intensive Care Unit (ICU) ward, whereas D3 exhibits the highest RMSE for path loss (1.0652 dB) and RMS delay spread (0.7657 ns) in the Family-Type Patient Rooms (FTPRs) scenario, demonstrating high estimation accuracy under realistic conditions.
