    White Turks, Black Turks? Faultlines beyond Islamism versus secularism

    According to popular views, contemporary Turkish politics is defined by the ideological conflict between Islamist and secularist parties. However, the focus on the Islamism versus secularism dichotomy, a common bias in the studies of Muslim countries, disguises a deeper faultline between the old urban elites and the newly rising provincial actors. This article highlights the need to see beyond the 'Islamism-secularism' divide and to consider the complex relations of power between alienated social groups in Turkey. It analyses the intricate and multilayered forms of 'othering' in the urban secularist discourse, which perpetuates the inequalities and contention in society. Instead of taking the 'Islamism-secularism' divide as given, the article analyses the construction of secularist and Islamic identities and considers how this dichotomous discourse has empowered the urban parties to control the provincial. Finally, implications for the reconciliation of antagonised social groups are presented.

    Sanat ve siyaset, öznelerin, nesnelerin bağlı oldukları tecrübe alanının şekillendirilmesidir. Siyaset kadar sanat da var olabilmek için gören, duyan, algılayan ‘izleyicilere’ ihtiyaç duyar. Bu çalışmanın amacı, sanat ve siyaset kavramlarının ortaklığı bazında yaşanan olayları analiz etmektir. Böylece bu ilişkinin yaşamın içindeki farklı formlarını, katılımcıların da katkısıyla yeniden şekillenişini göstermek ister. Bu çalışmada ağırlıklı olarak Jacques Ranciére’in kuramları, özellikle de “sensorium” kavramını şekillendirişi ve estetik düşünce biçimi olarak ele alışı işlenmektedir. Estetik düşünce, sanat ve siyaset ilişkisinin katılımcı izleyici kapsamında algılanışı ve özgül mekan konfigürasyonunda birey ile kolektivitenin yeri tartışılacaktır.

    The moderation of Turkey's Kurdish left: the Peoples' Democratic Party (HDP)

    Moderation theory, within the political party context, has often been applied to European Socialists and Christian Democrats, as well as Islamic revivalists in the Muslim world. This article applies moderation theory to the Kurdish left of Turkey, namely the Peoples' Democratic Party (HDP). The HDP's electoral breakthrough in June 2015 elections carried the potential for this party to transform itself into a larger and moderate actor. Nevertheless, the repeat elections of November 2015 weakened the HDP's prospects as the ruling AKP won enough seats to reconstitute a single-party government. This article puts forth three major explanations for the recent moderation of the Kurdish left: first, the then ongoing peace (resolution) process between the Turkish government and Kurdish actors; second, the Demirta factor', the personality and politics of Selahattin Demirta, the HDP's co-chair; and finally, the HDP's direct confrontation with President Erdoan in both electoral and political terms in the 2015 general elections.

    Bu çalışma, Güncel Sanat pratiğindeki yeni yönelimlere dikkat çekmek ve küreselleşme sürecinde gündeme gelen bir dizi sorunu, kültürel, kimliksel ve politik etkenler ekseninde irdeleyerek, Batı dışındaki dünyanın sanat alanında temsil bulma / görünür olma biçimlerine odaklanacaktır. Bu süreçte beliren alternatif varoluş biçimleri / tarzları ve temsiliyet modelleri üzerinde durulacaktır. Batılı ölçeklerde çalışan ve benzer formatlarda işleyen yapılara karşı ne tür alternatif yollar mevcut ya da nasıl bir karşı koyuş alanı oluşturulmaya çalışılıyor sorusu ise Doğulu, Orta Doğulu vb. sanatçıların küresel sisteme nasıl entegre olduğu ya da kendi kendini nasıl oryantalize ettiği meselesi üzerinden tartışılacaktır. Bu şekilde, küresel ekonomi ve kültür alanının çalışma tarzı da inceleneceğinden dolayı bir çözümleme sunmak da mümkün olabilecektir. Bu önermenin sunulabilmesi için belirli kavramların irdelenmesi ve bazı dönemlerin mercek altına alınması bir gerekliliktir. Bu doğrultuda belirli bir çerçeveyi oluşturup günümüze kadar gelen süreci ve bundan sonrasını yansıtabilmeyi başarabilmek için Post-kolonyalizm, Batıcılık ve Self-Orientalism, Post-fordizm gibi kavramlar üzerine odaklanılacaktır. Bu kapsamda, Küreselleşme-Küyerelleşme (Globalisation–Glocalisation) sürecindeki temsiliyet sorununa yönelerek, Batı dışındaki coğrafyalarda üreten ya da batıda eğitim alarak kendilerini uluslararası sanat pazarında görünür kılma çabası güden sanatçıların yaklaşımlarının hangi açılardan irdelenebileceği üzerinde durulacaktır. Bu sayede küreselleşmenin doğurduğu günümüz sanat politikalarına ilişkin sonuçlara; eleştirel, uzlaşımsal, müzakereci stratejiler üzerinden odaklanabilmek mümkün olacaktır.

    Debating voter defection in Turkey

    This study examines patterns of voter defection from Turkey’s incumbent AKP amid major economic and democratic decline. As in other electoral autocracies, defectors constitute a small but politically significant group in Turkey, where the opposition’s ability to secure a transition from authoritarianism depends on reducing the incumbent’s vote share. Based on survey data gathered in November 2021 and February 2022, we find that while the high level of partizanship among AKP voters hinders defection, persistent economic and democratic decline still reduces incumbent support. We also found that defections are higher outside of the lowest income group. Our findings have important implications for opposition strategies in electoral autocracies. Directing public debate away from identity issues to economic and democratic problems increases the likelihood of defection. In addition, offering voters clear superior alternatives decreases the cost of uncertainty that comes with change and increases the likelihood of defection.

    Turkey’s struggle with the PKK and civilian control over the Turkish Armed Forces

    Although most scholars of Turkey’s civil-military relations argue that the Kurdistan Workers’ Party (PKK) insurgency has led to a decrease in civilian control over the Turkish military from the 1980s onwards, this has not always been the case. This article argues that the presence or the degree of the PKK threat is not sufficient to explain the civil-military balance of power in Turkey throughout the 1980s and the 1990s. Instead, the article shows that in the face of the PKK threat, three major factors have influenced the behaviours of both civilian and military policy-makers in Turkey and shaped the level of civilian control. These factors are first, the Turkish political leaders’ control over their political parties and these parties’ control of a majority of seats in the parliament; second, how negatively or positively the military perceives the political leadership; and third, European Union pressures for democratisation.

    Defeating populists: the case of 2019 Istanbul elections

    How can populist competitive authoritarian regimes be defeated through elections? In this article, we focus on the 2019 municipal campaign strategy of the opposition Istanbul candidate Ekrem Imamoglu as a case study of a successful challenge to a populist competitive authoritarian regime. We argue that such regimes may be prone to defeat when their opponents use what we call an 'inverted populist' strategy. This strategy involves three key elements: adopting an indirect and gradualist approach that avoids direct confrontation with the populist leader and the popular values s/he represents, redefining the 'the people' by including previously excluded groups, and promising redistribution to disadvantaged groups.

    Countering insurgency: Turkey's policy toward the PKK's transnational dynamics in Europe

    Insurgents often develop international connections and benefit from external assistance from a variety of sources. Support from diaspora communities has long been considered one of the critical external factors in the persistence of insurgent groups. Yet how the counterinsurgent state addresses external support from transnational ethnic communities and what factors influence the state's policies remain understudied. By focusing on the transnational political practices of the Kurdish community and the PKK in Western Europe, this paper examines how Turkey has addressed the diasporic support for the PKK since the 1980s. It shows that three major factors - the composition of foreign policy decision-makers, their ideological contestation over the Kurdish question, and the European political context - have affected Turkey's policy regarding the PKK's transnational dynamics in Europe.

    Today, ‘design’ has become a concept that is frequently used in every field, in an awkward and populist manner. Hair design, nail design, feng shui design, wellness design, and city design are some of these conceptions that reduce the value of design, manipulate its meaning, as well as empty its content. For professional designers and design scholars, this situation has become more critical, as they start losing their intellectual voice and professional legitimacy among all those who use and consume the concept of design, regardless of its context. On the other hand, when we consider it from a global perspective, we see that design is one of the most dominant concepts in the strategic planning and development policies of developed and/or developing countries. In a way, it has also become a powerful tool of politics, re-conceptualized in populist discourses and practices of authorities and decision-makers.
